Mr. Chen is the Founder,
Chairman and Chief Executive Officer of Chenco
Holding Company, LLC. Mr. Chen is the Founder
of various subsidiaries currently investing
in and managing assets in Greater China, as
well as a co-Founder and the Chairman of The
Bascom Group. Mr. Chen has served on
the boards of directors of several organizations,
including the Asian Chamber of Commerce in Nevada
and the Advisory Board of Directors for Cathay
Bank, Los Angeles. He is a member of the Finance
Executive Advisory Board of the College of Business,
University of Nevada Las Vegas. Additionally,
he was the Founding President of the Las Vegas
Chinese Cultural Foundation in Las Vegas and
a Trustee of Bill Endow Foundation in Las Vegas.
He has been invited to join the Board of Trustees
of the Center for Real Estate at the University
of Wisconsin-Madison. |

| In 1996, Mr. Chen accompanied the Nevada Lieutenant
Governor in a trade mission to Asia. In 1997,
Mr. Chen accompanied the Las Vegas Mayor to visit
Taipei for the development of the Sister City
program. In 1998, Mr. Chen chaired the Asian Pacific
Region Economic Forum in Las Vegas with trade
delegations from Taiwan, Japan, South Korea, Indonesia
and Pakistan. In 1999, Mr. Chen sponsored fundraising
efforts for the September 21st Taiwan Earthquake.
The following year, Mr. Chen sponsored “Daughter
of Taiwan”, a Public Broadcast Service documentary.
In 1998, Mr. Chen was awarded the “Top 40
under 40” Award in the City of Las Vegas.
In 2003, the International Leadership Foundation
in Washington, DC, honored Mr. Chen with its Leadership
Award, given annually in recognition of distinguished
service to the Asian Pacific communities in the
US. Mr. Chen has been honored as a 2004 Apartment
Executive of the Year by the Real Estate Conference
Group. |

| Mr. Chen studied Chemical Engineering at the
National Taiwan University; holds a Bachelor of
Science in Business Management, Summa Cum Laude,
from Eastern Michigan University; and both a Master
of Business Administration degree in Real Estate
and a Master of Science degree in Finance from
the University of Wisconsin-Madison. |
